    Begin the process of enrollment the same, regardless of whether you are in your open enrollment period. You will need to know which Medigap plans your state offers and which one you are applying for. Massachusetts, Michigan and Washington states have different regulations for Medigap, so if you live in those states, contact your state insurance department for information.

    Locate an insurance company that sells the plan you’ve chosen. As of 2010, the official Medicare website has a resource to help with this step, comparing both health insurance and Medigap rates in your area online. You can also contact your state insurance department.

    Check the insurance company’s standing with your state’s insurance department or Health Insurance Assistance Department. Once you find a company you are satisfied with, both in reputation and in cost of the policy, contact an agent to apply.

    Fill out the application. The underwriters will use the information on the form to determine your eligibility.

    Submit the application to the insurance company. This is where the procedure differs from applying during open enrollment. Outside of the open enrollment period, your application is reviewed for pre-existing conditions and other health issues, and if any are found, the insurance company can deny insurance or raise premiums. You will receive a notification if you were accepted.
